A meeting of Wetton and Back of Ecton Parish Council took place on Wednesday, 9th July 2025 at 7.30 pm in Wetton Village Hall.
Non-confidential items
25.7.1 Apologies and declaration of interest of councillors related to the agenda
Apologies had been received in advance of the meeting from Mrs D Noble and Mr M Crawford. There was no need, by any member present, to declare an interest in the items on the published agenda. Members present signed the attendance register.
25.7.2 Minutes of the previous meeting.
These were accepted as a true record of proceedings and signed, in the meeting, by the Chair Person,
Mrs J Melville.
25.3.3 Public speaking procedures document, public attendance sheet and public speaking (total 10 minutes)
One member of the public was in attendance and signed the attendance sheet. She was aware that there were no new planning applications to be considered.
25.5.4 Casual vacancies
The clerk continues to produce notices advertising the two casual vacancies on the parish council. There have been no expressions of interest to date. The present notice expires on 16th July. Interested parties should contact the clerk.
Resolved: Mr Heaney to publish subsequent notices on a local WhatsApp group.
25.3.5 County Councillor update
The new County Councillor, Ms C Kelly was in attendance and is trying to visit as many parishes as she is able to and will respond to emails. Cllr. Ms Kelly will contact highways on behalf of the parish council due to some failures with the ‘Report it’ system. Cllr. Ms Kelly was also asked about possible funding for the playground facilities. Ms Kelly will investigate the achievement of playground facilities at Waterhouses and advise the parish council.
25.7.6 Playing field, pavilion, condition/restoration, zip wire, safety inspection
A new asset list had been compiled in advance of the meeting including the pavilion and contents plus playing field and play items. The playing field has been mown, with thanks to Mrs Powis, but remains very hard and the condition still unsuitable for children. Mr Heaney reported that permission from ROSPA has been achieved to enable appropriate people to assemble the zip wire and ROSPA will subsequently inspect it prior to use. The location for the zip wire was discussed with consideration being given to the football pitch and low frequency of use. The redundant zip wire base needs to be removed together with some tree branches. The clerk had deferred a planned playground inspection.
Resolved: Mrs Powis to arrange for the gate to be reinstated to prevent children entering the play area.
Resolved: to join Staffordshire Playing Fields Association for £20 per annum.
25.7.7 Ride on mower and insurance
The clerk had contacted the existing insurer for advice regarding the use of volunteers and the mower.
There was no update from the lengthsman regarding his use of the council’s ride on mower. Mrs Noble had attended a Parochial Church Council (PCC) meeting where the use of the ride on mower had been discussed. The PCC has a budget and has employed the same lengthsman as the parish council meaning that the ride on mower would no longer be used by volunteers. Disposing of this asset was briefly discussed.
Resolved: Mrs Melville to view historic minutes to clarify ownership.
Following the compilation of a more detailed asset list for insurance purposes, members compared the renewal quote from Clear Councils at £640.66 and a new quote including all the items from the asset list from Zurich Municipal £781.20 for a 3 year long agreement or £841.54 for a one year policy.
Resolved: to proceed with the 3 year term agreement at £781.20.
25.7.8 Ranger service, fire warning signs
The clerk had contacted the Peak District National Park Authority (PDNPA) and other services regarding fire risks in the Manifold Valley and surrounding areas. She had also contacted a neighbouring clerk.
Fire warning signs have been erected by the Ranger Service.
25.7.9 Planning applications, appeals and enforcement)
There were no new applications to consider. As a Section 106 agreement condition (local occupancy clause) imposed, the owner of Weages Cottage had advised the clerk of it being marketed for sale

Mazars had acknowledged receipt of the Certificate of Exemption from full audit.
25.7.11 Highway issues, pot holes
The clerk had received images confirming an issue not far from the public house had now been mended.
25.7.12 Correspondence and communication, articles for the Community Magazine
Details had been forwarded to members in advance of the meeting and included: communication from a lady wishing to site a memorial bench at the Back of Ecton. A litter pick had taken place near Thors Cave. Local government reorganisation communications, devolution, SPCA, Project Gigabit, pride in the Moorlands, what’s nature like in your neighbourhood, heritage micro grants, InTouch newsletter, UKSPF grant funding, town and pc cluster meetings, fire station thefts, Section 106 training, parish assembly minutes, taxi licensing.
Resolved: Mrs Melville to make arrangements to meet with the lady enquiring about a memorial bench.
25.7.13 Items for the next agenda
Playing field/pavilion, casual vacancies, mower asset disposal, policy reviews, village Christmas tree. Additional items to be compiled by the clerk.
