January 2025: Minutes

A meeting of Wetton and Back of Ecton Parish Council took place on Wednesday, 8th January 2025 at 7.30 pm in Wetton Village Hall.

Present: Mrs D Noble, Mrs J Melville, Mr D Sharp, Mrs N Drummond, Mr M Crawford, Mrs L Powis, Mr T Heaney and the clerk, Mrs S Hampson.  There was one member of the public in attendance for part of the meeting.

Non-confidential information

25.1.1 Apologies and declaration of interest of councillors related to the agenda
There was no need, by any member present, to declare an interest in the items on the published agenda. Members present signed the attendance register.

25.1.2 Minutes of the previous meeting.
These were accepted as a true record of proceedings and signed, in the meeting, by the Chair Person,
Mrs D Noble.

25.1.3 Public speaking procedures document, public attendance sheet and public speaking (total 10 minutes)
There was one member of the public in attendance who had been supplied with, in advance of the meeting, the public speaking procedures document.

25.1.4 County Councillor update
The County Councillor had forwarded apologies for the meeting.

Mrs Noble reported that there had been no further communication from the Peak District National Park (PDNPA) Ranger regarding directional signage to Thors Cave. One sign had been stolen.

From the September meeting, many residents display ‘no parking’ signs in front of their property but these are somewhat random in nature. Members had made enquiries regarding uniform signage and had obtained some images and costs. Templates had been made to illustrate different sized plaques and associated costs to members during the meeting. The cheapest quote was £4.00 plus VAT.

Resolved: Mrs Noble to pursue the purchase of 30 signs detailing ‘Residents parking only’ Wetton Parish Council.

Members discussed different parking options eg on one side of the road only; how this may restrict access to different sized vehicles; yellow lines around the green. There was a feeling that people may not use a car park if created further out. It was acknowledged that those properties lacking designated drives etc were most affected by tourist parking.

Resolved: Mrs Powis to pursue the cost of ‘No parking signs’ through a local signage company and advise the parish council accordingly of costs.

25.1.5 Traffic regulation order, residents’ parking signs, no parking signs, traffic cones
Unauthorised traffic cones had been collected by Staffordshire County Council (SCC). Parking signs had been purchased for display on some residential properties. A number of no parking signs had also been purchased. Members of the parish council had given up their own time to erect the signs which are hoped will be a deterrent to tourist parking in some areas and hopefully, reduce the impact of traffic problems during busy periods. 25.1.6 Highway issues

25.1.7 Playing field and pavilion
Mr Sharp had provided accurate measurements of the mower, in advance of the meeting.

Mrs Drummond had liaised with a suitable professional to obtain a quote to enlarge the frame and doors at the pavilion.

25.1.8 Relocation of waste bins
Mrs Noble advised that Staffordshire Moorlands District Council (SMDC) had relocated one of the waste bins to the vicinity of the finger post at Thors Cave.

25.1.9 Lighting for church path
Mrs Noble had spoken to members of the Parochial Church Council (PCC). The PCC is still involved in discussions about this.

The parish council had previously agreed to make a donation towards the cost of new lighting for the church path but a quote was still to be provided to the council.

25.1.10 Lengthsman grant scheme
The grant referred to in previous minutes from Alliance Environmental, in the sum of £400 to offset costs of the lengthsman, had been received.

25.1.11 Defibrillator
The clerk had completed a registration form for the defibrillator with AEDdonate. This company has a 2 year contract with Staffordshire Moorlands District Council to check defibrillators in the Staffordshire area and a one year contract to contribute to the cost of consumables such as pads, batteries etc.

25.1.12 Planning applications, appeals and enforcement
There were no new planning applications. Footpath 11 in Wetton will not be upgraded to a bridleway. The clerk requested further information regarding this and a link had been sent for the members to access.

*The lengthsman had requested an increase in his hourly rate from £12 per hour as this will be below minimum wage in April 2025. Members considered the hourly increase thoroughly; value of the lengthsman to the parish and took into consideration the annual grant now secured by the clerk of £400 per to offset lengthsman costs.

Resolved:  to increase the hourly rate for the lengthsman to £

25.1.14 Budget and precept setting 2025-2026
Following initial budget discussions at the November meeting members discussed the accounts and budget. The tax base figure had been received from Staffordshire Moorlands District Council for 2025/26 which had raised since the previous year. The precept figure, divided by the tax base figure, generates the charge per Band D property. Members discussed the necessary expenditure for the forthcoming year together with optional expenditure on parish improvements etc.

Mr Heaney will investigate funding streams with development of playing field. Mrs Melville will contact the Kids’ Camp regarding possible investment in village development.

Resolved: to precept for £ and for the clerk and RFO to submit the necessary documentation

25.1.14 Correspondence and communication
This had been forwarded to members in advance of the meeting and included: Parish assembly, highways presentation, mature road users presentation, Information Commissioner payment made and correspondence address amended to the clerk, animal licencing policy consultation, SPCA Subscription 25/26 likely to increase by 5%, SMDC making effective planning representations, parish assembly draft minutes, SPCA spring training by zoom, SMDC possible funding opportunities, SMDC energy support for communities webinar, SPCA council news and December bulletin, Electoral Boundary being reviewed – my postcode supplied, Caverswall History Society.

25.1.15 Items for the next agenda
New defibrillator, lighting for path near church, playing field and pavilion. Additional items to be compiled by the clerk, as required.

Resolved: Mrs Melville to draft a memorandum of understanding for consideration at the next meeting.
Resolved: The village hall committee to be requested to produce a copy of their accounts for viewing by the parish council.
