A meeting of Wetton and Back of Ecton Parish Council took place on Thursday, 13th November 2024 at 7.30 pm in Wetton Village Hall.
Present: Mrs D Noble, Mrs J Melville, Mr D Sharp, Mrs N Drummond, Mr M Crawford, Mrs L Powis and the clerk, Mrs S Hampson. There were no members of the public in attendance

24.11.1 Apologies and declaration of interest of councillors related to the agenda
Apologies had been received in advance of the meeting from Mr T Heaney and County Councillor Mrs G Heath. There was no need, by any other member present, to declare an interest in the items on the published agenda. Members present signed the attendance register.
24.11.2 Minutes of the previous meeting.
These were accepted as a true record of proceedings and signed, in the meeting, by the Chair Person, Mrs D Noble.
24.1.3 Public speaking procedures document, public attendance sheet and public speaking (total 10 minutes)
There were no members of the public in attendance; however, one member of the public had reported to the clerk that some of the village drains are covered with leaves. The clerk had reported the issue to the lengthsman, in advance of his next visit to the village, to enable appropriate action to be taken.
24.11.4 County Councillor update and directional signage for Thors Cave, traffic regulation order, residents parking signs
The County Councillor had forwarded apologies for the meeting. Mrs Noble reported that there had been no further communication from the Peak District National Park (PDNPA) Ranger regarding directional signage to Thors Cave. One sign had been stolen.
From the September meeting, many residents display ‘no parking’ signs in front of their property but these are somewhat random in nature. Members had made enquiries regarding uniform signage and had obtained some images and costs. Templates had been made to illustrate different sized plaques and associated costs to members during the meeting. The cheapest quote was £4.00 plus VAT.
Resolved: Mrs Noble to pursue the purchase of 30 signs detailing ‘Residents parking only’ Wetton Parish Council.
Members discussed different parking options eg on one side of the road only; how this may restrict access to different sized vehicles; yellow lines around the green. There was a feeling that people may not use a car park if created further out. It was acknowledged that those properties lacking designated drives etc were most affected by tourist parking.
Resolved: Mrs Powis to pursue the cost of ‘No parking signs’ through a local signage company and advise the parish council accordingly of costs.
24.11.5 Highway issues

24.11.6 Playing field and pavilion
The sub-committee members had met to assess requirements for the pavilion including widening the pavilion doors to accommodate the ride on mower. Unfortunately, a quote had not been obtained in time for the meeting.
Resolved: Mrs Drummond to liaise with a suitable professional to obtain a quote to enlarge the frame and doors at the pavilion.
Resolved: Mr Sharp to take the mower to the pavilion for accurate and necessary measurements.
24.11.7 Relocation of waste bins
Mrs Noble advised that she had liaised with Staffordshire Moorlands District Council (SMDC) regarding the relocation of a waste bin. This had been a successful meeting and a bin will be relocated to the finger post at Thors Cave.
24.11.8 Lighting for church path
Mrs Noble had spoken to members of the Parochial Church Council (PCC). The PCC is still involved in discussions about this.
Resolved: The parish council to make a donation towards the cost of new lighting for the church path (quote required).
24.11.9 Lengthsman grant scheme
The clerk had been liaising with personnel from Alliance Environmental regarding a possible grant of £400 to offset costs of the lengthsman. Following submission of the parish council’s account details, the clerk and responsible finance officer had raised an invoice in the sum of £400 and made further contact with the officer at Alliance Environmental but the monies had not been received at the last bank reconciliation.
24.11.10 Defibrillator
Mrs Noble had obtained new batteries for the defibrillator. This unit is working but is of some age. The first responders are no longer checking defibrillators but Mrs Noble will continue to monitor the Wetton unit. Members discussed the need for a new defibrillator and to include this in the new budget. Staffordshire Moorlands District Council (SMDC) has engaged AEDdonate to monitor defibrillators and supply some consumables.
Resolved: The clerk to register the defibrillator with AEDdonate.
24.11.11 Planning applications, appeals and enforcement
An application had been received for land adjacent to Valley Crest NP/SM/0824/0878. The clerk had submitted the councillors’ comments in advance of the meeting. There were no new planning applications to consider. Wildlife Countryside Footpath 11 is to become a restricted byway. Documentation relating to this had been difficult to access.
Resolved: The clerk to request supporting documents relating to the footpath in a different format.

The pay award had been received for Clerks, backdated to 1st April 2024. National Pay Awards are detailed for inclusion within the clerk’s contract. The payroll officer had calculated the amount of back pay and included this within the November salary and December payment.
24.11.15 Initial budget discussions in advance of precept setting in January
The clerk had prepared an initial budget and members discussed figures in advance of the final precept setting at the January meeting.
Resolved: Mr Heaney will investigate funding streams with development of playing field. Mrs Melville will contact the Kids’ Camp regarding possible investment in village development.
24.11.14 Correspondence and communication
This had been forwarded to members in advance of the meeting and included: lengthsman grant scheme, SPCA bulletins, NALC newsletter and bulletins, NALC financial ombudsman. 24.11.15 Items for the next agenda
Precept, new defibrillator, lighting for path near church, relocation of refuse bins, lengthsman, playing field and pavilion, traffic regulation order and parking, residents/no parking signs, Wetton Village Hall. Additional items to be compiled by the clerk, as required.

24.11.15 Wetton Village Hall and memorandum of understanding
Some renovation/repair updates from the village hall were discussed. The next meeting of the village hall will not now be until January 2025.
Resolved: Mrs Melville to draft a memorandum of understanding for consideration at the next meeting.
Resolved: The village hall committee to be requested to produce a copy of their accounts for viewing by the parish council.
Resolved: The clerk to be supplied with a new contact detail for the village hall to request the hire invoice.
