A meeting of Wetton and Back of Ecton Parish Council took place on Wednesday, 13th March 2024 at 7.30 pm in Wetton Village Hall.
Present: Mrs D Noble (Chair person), Mrs J Melville, Mrs N Drummond, Mrs L Powis, Mr T Heaney and the clerk, Mrs S Hampson. There was one member of the public in attendance for part of the meeting.
Non-confidential information
24.3.1 Apologies and declaration of interest of councillors related to the agenda
Apologies had been received in advance from Mr D Sharp. There was no need, by any member present, to declare an interest in the items on the published agenda. Members signed the attendance register.
24.3.2 Minutes of the previous meeting.
These were accepted as a true record of proceedings and signed, in the meeting, by the Chair Person, Mrs D Noble. Subsequent to the previous meeting, Mrs Robertson had officially tendered her resignation and this had been accepted by the Chair Person. The clerk had prepared casual vacancy notices and these had been advertised.
24.3.3 Public speaking
The member of the public was in briefly in attendance in connection with the village hall and meeting dates.
24.3.4 PCSO and Manifold Track
Mrs Drummond had reported the missing sign referred to in previous minutes and this had still not been reinstated. The PCSO was not in attendance. The clerk was provided with her details and will liaise directly to provide the meeting dates for the rest of the year.
24.3.5 Planning applications, appeals; decision notices, enforcement
A new planning application and listed building consent had been received for Carr Farm for the conversion of redundant barns to 3 permanent dwellings, erection of new boundary walls, formation of new access and associated works. A previous application had been withdrawn. Consent for similar permissions had been granted in 2005 and 2006 but had lapsed. Members discussed the proposals and made reference to possible car parking issues.
Resolved: to support the above application.
24.3.6 Website and transparency document
The clerk had submitted the documents she had prepared to the hosting company and since the website had gone live, the clerk had requested that some sections be removed, for example, sections related to cemeteries. The clerk had prepared a transparency document and had contacted the website provider regarding transparency testing of the website but a response had not been received in time for the meeting.
24.3.7 Bank account and signatories
Additional signatories had progressed. A new signatory will be required when the casual vacancy is filled. The clerk had raised a question over a safe custody charge with the bank. Mrs Melville had made further enquiries and collected the items from safe custody and some of the implications of the documents were discussed. The documents can not be returned to the bank.
Resolved: the documents to be stored in Mrs Drummond’s safe.
Resolved: to arrange an extra meeting in April regarding matters connected to these documents. Mrs Noble to liaise with members of another committee to invite their members to attend this meeting.
24.3.8 Insurance items and asset register
The clerk had prepared the first draft of an asset and insurance register.
Resolved: to defer matters until after the April meeting.
24.3.9 Playground and pavilion
Mrs Powis had very kindly arranged for the old timber framed play equipment to be taken down the day after the previous meeting. The swings and goal posts had been left in place but the swings may not remain over time.
24.3.10 Parish letter regarding traffic cones
The clerk had produced a letter for residents regarding inappropriate use of traffic cones in the village which had been sent to all members for further consideration and approval. PCSOs have advised that the cones carry no authority and are leading to other traffic issues. Some members had approved the letter in advance of the meeting and the clerk had printed a number of copies for distribution. Members discussed alternative private no parking plaques but these too would not carry any authority. It was hoped that compliance with the content of the letter may alleviate some traffic related issues during the peak season. Members discussed the use of yellow lines and residency street parking but these unfortunately, incur an annual charge. Such an assessment will take time.
Resolved: The clerk to contact Staffordshire County Council (SCC) to request an assessment of the village for traffic regulation orders, including yellow lines and possible residents only parking.
24.3.11 Mower service
Mr Sharp had forwarded information about the mower service in advance of the meeting together with some options. Collecting the mower was not possible by some of the businesses. Members in the meeting knew of alternatives and Mrs Drummond will contact Mr Sharp directly regarding these options.

Future meeting dates had been provided to the village hall treasurer. The new Section 137 limit has risen to £10.81 per elector.
24.3.13 Highway issues, street lighting
AMEY Highways report ref 4338480 Manifold Valley Road, Wetton – status ongoing
Resolved: Blocked gulleys on the Leek Road to be reported by the clerk.
24.3.14 Correspondence and communication
Correspondence forwarded to the members in advance of the meeting and in addition to those covered by the agenda items included: weekly licensing list, SPCA – be a better councillor, Parkinson Partnership courses, change of contact details, staffing update, procurement thresholds, Royal garden parties, powers to fund works relating to the church, assistive technology, 80th anniversary of D-Day, NALC legal updates, D-Day flag image, King Charles portrait – the clerk has pre-ordered a copy to be displayed in Wetton Village Hall.
24.3.15 Items for the next agendas
Asset register and insurance items, parish letter regarding traffic cones, play area equipment and pavilion, mower service, new website. Accounts for the year ending 31st March 2024, internal audit, Chairman’s report for 23-24. Additional agenda items to be compiled by the clerk.
24.3.16 Date of the next meeting
Wednesday, 17th April 2024 (to be confirmed)
Wednesday, 15th May 2024 at 7.30 pm. (This will be preceded by the Parish Annual Meeting at 7.15 pm).
